Mobilly, Latvia’s urban services super-app, is coming to Lithuania: it will offer payments for parking and EV charging, public transport ticket purchases, and other services

Civinity, a group providing building maintenance, engineering, and technology solutions that has invested in the Latvian startup Mobilly, is expanding its digital services portfolio – starting today, the mobile payments app launches in Lithuania. This step marks Mobilly’s further expansion in the Baltic states and reflects Civinity’s strategic direction to invest in solutions that create a more convenient everyday experience for city residents.

Mobilly is a technology company founded in Latvia that develops a mobile app for payments related to parking, self-service car washes, electric vehicle charging, public transport tickets, mobile services, and more. The company operates in Latvia and Estonia and has more than 650,000 unique app users.

In August 2024, Civinity announced the acquisition of a stake in Mobilly. In addition to Civinity, the startup’s shareholders include its executives Valdis Bergs and Ģirts Slaviņš.

Launching in Vilnius

Mobilly is launching in Vilnius, Lithuania, where integration with the municipal company JUDU has already been implemented, allowing users to conveniently pay for parking in the green, yellow, red, and blue city zones directly in the app.

The app also enables payments for electric vehicle charging – currently, all charging stations operating in Lithuania are available, except for the Ignitis network, which is planned to be integrated in the future. These include operators such as Eleport, Inbalance Grid, and others.

For now, the app is available in English, with a Lithuanian version to be launched soon, and its range of features will also be expanded. According to Mobilly Chairman of the Board Valdis Bergs, expansion into Lithuania is an important step in strengthening the company’s position in the Baltic states and creating a borderless mobility experience across the region.

“By integrating Vilnius parking into our app, we offer users the same seamless and reliable experience they already enjoy in more than 500 parking locations in Latvia and over 300 in Estonia,” says Bergs.

“Our goal is to make the customer experience as simple as possible and ensure that every driver can choose their preferred payment method. That’s why we are actively expanding our partner network, enabling residents to use services and pay in ways that suit them best,” says Rimantė Šerpytienė, Head of Sales and Service Development at JUDU.

Expanding the digital city services segment

According to Civinity founder and Chairman of the Board Deividas Jacka, the group invested in the mobile payments startup, recognizing the growing demand for digital urban solutions and the potential to expand beyond Latvia.

“When investing, we saw a strong product and a team capable of building a market leader. In Latvia, Mobilly was already the first choice for hundreds of thousands of users – the app enables payments for parking, self-service car washes, EV charging, public transport and train tickets, access to Jūrmala, airport fast track services, mobile services, museums, and soon even utilities. We are confident that this model can be successfully scaled across the Baltics and beyond,” says Jacka.

He adds that the long-term goal of Mobilly and Civinity is to create a single app for all city services, allowing users to conveniently manage daily payments and access services in one place.

As previously announced, this investment is part of a broader growth strategy under which Civinity aims for digital services to account for at least 30% of the group’s total revenue.

This direction reflects the ambition to build a Smart Green City ecosystem – an integrated network of urban services covering everything from living and working in buildings to mobility solutions that enable seamless movement between them.

Offering an alternative to the dominant player

Jacka notes that the Lithuanian mobile payments market is currently dominated by a single major player, and Mobilly’s entry will offer a strong alternative, benefiting users.

“We believe that increased competition creates more value for users and leads to better services. Currently, the main market player charges a 30-cent parking fee, while Mobilly charges 20 cents. Our goal is not only to provide a convenient everyday solution, but also a competitively priced one,” he says.

He also emphasizes that the company plans to expand to other Lithuanian cities and introduce additional services, with payments integrated into the Mobilly app.
